Despite evidence that young people's peer relationships are associated with their experiences of abuse, child protection guidance directs social work practice to be primarily focused on the assessment of, and intervention with, families. Presenting data from two studies into the nature of, and safeguarding response to, peer abuse in England, this article questions the familial parameters of child protection frameworks, and evidences the need to include peer group relationships within social work assessment. Drawing on Bourdieu's sociological theory, a conceptual framework is used to evidence that familial-focused practice fails to address the extra-familial social conditions in which peer abuse manifests. Complimenting an international evidence base that promotes ecological responses to adolescent welfare and social service development, this article suggests that advancing knowledge of peer group assessment and intervention should form a central part of the child protection research agenda.
AbstractThis paper introduces a systemic methodology for reviewing professional responses to abuse between young people. The approach, "contextual case reviewing," draws upon constructivist structuralism to assess the extent to which safeguarding practices engage with the social and public contexts of abuse. The paper conceptually compares the methodologies of contextual case review and other serious case review methods before drawing upon findings from 2 studies, which used the contextual case review methodology to explore the extrafamilial nature of peer‐on‐peer abuse and the ability of child protection practices to engage with this dynamic. Thematic findings from these studies regarding the practical interpretation of "significant harm" and "capacity to safeguard," as well as their use within child protection assessments, are used to challenge conclusions of other case reviews, which imply that child protection procedures are sufficient for safeguarding young people. Contextual case reviews suggest that safeguarding practices, and the legislation that underpins them, are culturally, procedurally, and organisationally wedded to the context of the home, whereas insufficiently engaged with extrafamilial contexts of significant harm. The application of these issues require interrogation if social work systems are to provide sufficient mechanisms for safeguarding young people and families at risk of significant harm.
Awareness of peer-on-peer abuse is on the rise and is a matter of increasing international concern. Abuse Between Young People: A Contextual Account is the first book to offer a contextualised narrative of peer-on-peer abuse that moves beyond recognising an association between environments and individual choice, and illustrates the ways in which such interplay occurs. Peer-sexual abuse in educational settings is a matter of international concern – featured in mainstream news reports, televised through drama series and documented in research. In 2018 the UK government revised and published a series of policy documents to assist schools in addressing the phenomenon. This paper considers the sufficiency of this policy framework through social field analysis of focus groups with staff and students at seven educational establishments in England that ran from 2015-2017. Analysis reveals four avenues through which staff and students created or reinforced norms the underpinned harmful sexual behaviours and in doing so created contexts conducive with peer-sexual abuse. While policy developments have made initial acknowledgements of school cultures as associated to peer-sexual abuse, significant progress is required if policy is to provide a framework that challenges, rather than reinforces, individualised – and on occasion victim-blaming – narratives of peer-sexual abuse. ; 12m embargo from publication date

During adolescence, risk to young people's safety shifts from familial to community contexts. Contextual safeguarding has emerged in response to this dynamic; by providing a conceptual framework through which to incorporate extra‐familial contexts (and those who manage them) into traditionally family focused child protection systems. This paper uses Geographic Information System mapping techniques to explore the extent to which bus boarding data could be used to: target protective interventions in public spaces; evidence routes where young people may be vulnerable; and build local area problem profiles. In doing so it provides foundational evidence for including transport providers in contextual safeguarding systems.
This briefing considers the extent to which changes made to Working Together to Safeguard Children in 2018, and the existing legislative underpinning that guidance, provide a sufficient policy and practice framework for adopting a Contextual Safeguarding approach. During adolescence, young people are exposed to a range of risks beyond their family homes including sexual and criminal exploitation, peer-on-peer abuse and gang-related violence. However, it has only been over the past two decades that the critical safeguarding implications of these harms have started to be recognised. Social care organisations are increasingly experimenting with new approaches but continue to experience challenges in supporting affected young people and their families. This book analyses the results of the first rapid evidence assessment of social care organisations' responses to risks and harms outside the home across 10 countries. The authors highlight key areas for service development, give insights into how these risks and harms can be understood, and consider wider implications for policy and practice
AbstractThe interpersonal harms that young people experience beyond their families have been documented internationally as have the challenges of protecting those effected using existing child welfare systems. Concern about this in the UK has led to development of 'contextual' child protection systems—capable of targeting the peer group, school and community contexts where extra-familial harm (EFH) occurs. This study examined whether reviews of serious incidents (serious case reviews (SCRs)) provide an evidence-base for understanding the contextual dynamics of EFH and/or developing contextual responses. SCRs (n = 49) from 2010–2020, where adolescents were harmed in extra-familial contexts, were analysed over two stages. Stage 1 involved thematic coding under four research questions. Using a framework analysis, Stage 1 themes were grouped around according to: contexts associated with EFH; the nature of social work responses and case review recommendations. Findings suggest that SCRs provide a limited account of the contextual dynamics of EFH. Whilst reviews illustrate that social work responses rarely address the contextual dynamics of EFH, many reviewers have neglected to focus on this shortfall when recommending service improvements. For case reviews to inform contextual child protection systems, information provided to review authors and the design of review requires adaptation.
Abstract When young people are harmed in extra-familial settings children's services may place them into care at a distance from their home authority to remove them from contexts in which they are considered 'at risk'. Guidance and regulation suggest such intervention be used as a last resort and only in a child's best interests. Using survey and interview data, this article examines how relocations are used in response to extra-familial harm (EFH) in thirteen children's services departments inEngland and Wales—exploring the extent to which they are intended to mitigate risk, or build safety, for young people. Findings demonstrate that rates at which relocations were used varied across participating services. Interview data suggest that variation may be informed by the strategic position a service takes on the use of relocation, the goal(s) of interventions used in cases of EFH, and the target of these interventions. In considering each of these factors, the authors recommend further study into the national (varying) rates of relocation and the role of those who review care plans for relocated young people; both intending to create conditions in which young people can safely return to their communities should they choose to do so.
AbstractInternational evidence suggests that schools are locations where systems, practices, and cultures can enable harmful sexual behaviours. However, in England, welfare assessments primarily used by statutory social services largely target young people and their families, with limited capacity to assess environments beyond the home. Where young people display harmful sexual behaviours within educational settings, social care systems are yet to assess the factors within schools that may accelerate risks associated with harmful sexual behaviours. This exploratory article presents evidence on the opportunities for school assessment using cumulative learning from two studies. The first investigated enablers and barriers to addressing harmful sexual behaviour in schools. The second employed the learning from the first through an action research study to develop school context assessments within a child protection system. Both studies employed a mixed‐methods approach including observations, case review, focus groups, surveys, and policy reviews to access data. Synthesized findings highlight the value of exploring school contexts when assessing the nature of extrafamilial abuse; the opportunities and challenges of utilizing research methods for assessing school environments; and the role new assessment frameworks could play in supporting the inclusion of school contexts, and research methods, into welfare assessments of extrafamilial abuse.
